CRISIS MANAGEMENT
On crisis management, during the Oakwood Hotel Crisis in Makati City last July 27, 2003, wherein the Young Junior Officers of the AFP known as Magdalo Group turned against the government and occupied said hotel, this force alerted all its units and deployed one (1) Battalion composed of four hundred fifty strong personnel to secure the PNP Main HQs, Camp Crame. At same event, this force also deployed three (3) teams of Explosive Ordnace Disposal (EOD) personnel to conduct clearing/paneling and sweeping in the areas where the rebel officers laid/put a number of bombs as their perimeter security.
INTELLIGENCE OPERATIONS
This force launched two hundred seventeen (217) police intelligence case build-up/tactical and covert operations to contain personalities and organized groups with sole-purpose to destabilize the government.
COUNTER INTELLIGENCE OPERATIONS
The Force likewise conducted one thousand four hundred sixty (1,460) police counter-intelligence and security operations of which five (5) were surveillance, five (5) security survey and one thousand four hundred fifty (1,450) were background investigations.
INVESTIGATION
The Force investigated sixty eight (68) cases of various natures against arrested wanted person/service of warrant/order of court and erring SAF member of which twelve (12) were arrest of most wanted person/order of court, ten (10) were referred to other units, ten (10) were filed in court against erring SAF members, twenty five (25) were resolved/forwarded to FIAS and twenty one (21) were compliance as referred cases against PNP personnel.
POLICE COMMUNITY RELATIONS
a. Mass Communication
For the period covered, regular visitations, information campaign, pulong-pulong or dialogues are being undertaken by the SAF personnel assigned in the remote areas. The members of command group and selected key officer also appear as guest to various television and radio programs. SAF is proud to have its own newsletter titled “SAF TAGALIGTAS”. The newsletter is published on a quarter basis in line with SAF’s belief that a well-informed personnel are efficient and effective public servant of a community.
b. Moral Recovery/Value Formation-Orientation
The force conducted various value orientation/moral recovery program especially to its personnel. The program includes Police Information and Education (PI&E), Brigade Rank Inspection, Religious Activities such as spiritual and moral guidance and thanksgiving masses.
c. Community Works
A total of nineteen (19) community work extended by this force. The force was also involved in various community affairs that include participation in Skills Development, Sports/Socio-Cultural/ Development, Public Assistance and Medical Outreach Program Services. SAF, also support the blood letting program of the Philippine National Red Cross.
d. Training/Seminar
The force conducted three (3) seminars to its personnel such as: seminar workshop on Radio Broadcasting and Anchoring, seminar workshop on Cardio Pulmonary Resuscitation (CPR) and seminar workshop on Response of Emergency and Disaster (RED) Alert Program.
PLANS AND PROGRAMS
· SAF/AFP interoperability trainings.
· Support the AFP in its Internal Security Operation (ISO) campaign particularly in the areas of Region 3 & 4.Support other PNP units in its fight against lawless elements, organized crime groups and other threat group against the government.
Preparations for the incoming 2004 elections.
Conduct Anti-Terrorism trainings.
Upgrade training equipment and facilities.
Conduct seminar on anti-illegal drugs to its personnel.
Conduct training/seminar on Custodial Handling and Security.
