Fellow troopers,

       Today, we are paying tribute to the man that molded Special Action Force to be what it is today.  I can remember the late nights he toiled and, with focus in mind, drafted and redrafted how SAF should be formed, organized, trained, equipped and should operate.  If there is anyone that SAF is indebted to for making the force what it is today, he is the man!

       Every man wanted to play a role in history.  He did not only want it but destiny put him in his time and place to play pivotal role in our country’s history.  If only historian will not play along with politicians, his name will be read by generations and generations equal to that of our national heroes like Bonifacio and Rizal.  If only I can write our contemporary history, it will be filled with heroes that charted the course of history of our country and most especially of the PNP Special Action Force, the only unit that has been a part of Philippine history but not acknowledged.

        We salute today the force’s founding spirit, a man with boldness like that of young Del Pilar, cunning like that of Malvar, wisdom of Mabini, brilliance of Rizal, revolutionary like that of Bonifacio but in the face of conflict, courage and ruthlessness of Aguinaldo.

Fellow troopers, let us welcome a SAF trooper and the Chief of the Philippine National Police, PDG Avelino I Razon Jr.
